What is this and how do I fix it? It happens when I try to load certain modified .mdl files (in paks) from Connor. Is there a way to bypass it, or correct this? At least understanding what it means would help, many people have this error.

the 8bit texture in the .mdl is too big for glquake (and fuhquake). 640 * 480 is the limit (and its not changing). Connor probably intends a 24bit skin to be used, which can have size up to 4096*4096 .

There is an 8bit texture in the .mdl for a 24bit skin? He seems to be able to make it run, and some others who haven't really complained (or just aren't using them).
